New Guide for Handling and disposing liquids and debris from petroleum storage tank system sumps.

1. Scope

Handling and disposing liquids and debris from petroleum storage tank system sumps

Keywords

UST; containment sump; spill bucket; liquid disposal; 40 CFR 280; AST; petroleum storage tank; walk through inspections

Rationale

Federal UST regulation requires an annual inspection of containment sumps according to 40 CFR 280.36(a)(1)(ii)(A). The inspection requires the removal of liquid and debris from the sumps. Federal regulations also require inspections of spill buckets every 30 days during which liquid and debris must be removed. Liquid and debris from sumps must be properly disposed. Handling and disposal of liquid and debris from petroleum UST sumps may be regulated by state and local jurisdictions. This guide will assist regulators, POTW operators, tank owners/operators and service providers to develop protocols for proper handling and disposing of sump liquids and debris.

The title and scope are in draft form and are under development within this ASTM Committee.
