Rationale

Rationale: The Subcommittee would like to further split D244 into test methods and practices. D244 will remain as a reference for locations for the emulsified asphalts test methods and practices. This will be a new standard with it’s own designation.

The title and scope are in draft form and are under development within this ASTM Committee.
