Revision of E1823-24a Standard Terminology Relating to Fatigue and Fracture Testing

Rationale

sigma Y is defined as the average of sigma YS and sigma TS (yield strength + tensile strength)/2, which is commonly referred to as flow strength. However, sigma Y is commonly confused with sigma YS and there have been several instances of errors in using the stands E1820 and E1921. This is an error likely situation that needs to be corrected. Proposal is to change sigma Y to sigma Flow with no change in the definition.
